Must every runner sign the waiver before I mail in the preliminary roster?

It will speed check-in if the runners sign the waiver before submitting the preliminary roster but it is not mandatory. If you wish, you may bring completed waivers to check-in. Every team member must sign a waiver or you will not be allowed to participate in the relay.
